UPDATE: US senators are now demanding the complete shutdown of Seedance 2.0. After the global launch pause, ByteDance is now under pressure in the US. Generative video AI in the hands of a Chinese company is viewed as a national security threat (especially before elections).

Most likely the US will ban Seedance, but in the rest of the world the service will work normally. Like TikTok — works everywhere except America. ByteDance will focus on global markets, Americans will switch to Sora, Veo, and alternatives.
